PROJECT DESCRIPTION:

Cañon City voters approved a 1% increase in the City sales tax rate during the November 2016 election for Referendum 2A. The revenue generated from this sales tax generates an average $3.5 million/year for 10 years to fund exclusively dedicated to contracting out street repair and replacement projects in Cañon City. The first year of #2A projects (2017) included $9 million of design and construction efforts that were procured under a design-build contract. In 2018 and 2019 procurement method changed to design-bid-build and is will expend approximately $2 and $3 million, respectively for design and construction.

VIVID is the prime consultant, as well as owner’s representative for construction engineering, quality management, construction inspection, and materials testing. Supported by numerous VIVID staff, Bill Barreire, PE is the lead design and construction engineer and also supports the City with bid document preparation & review and bid award support. Wilson & Company is a subconsultant to VIVID and prepares Civil Plans and Specifications. Mr. Barreire and Mr. Gallardo support the Owners Representative efforts during construction in the capacity of quality management, and management of materials testing and inspection services.

In close coordination with the City, the VIVID team:

  • Performs Geotechnical investigations

  • Prepares Pavement Designs for new composite pavement, full depth reclamation (FDR), mill & overlay for both asphalt and concrete pavements

  • Performs civil engineering and prepares plans and specifications for roadway plan and profile, utility relocations and replacements, drainage design, streetscape (including Safe Routes to School and ADA compliance), construction stormwater management plans, survey control, project quantities, and engineer estimates

  • Support for bid document preparation and review

  • Support for bid award. Support for pre-bid and project construction kickoff meetings

  • Performs Construction Engineer duties

  • Performs Construction Inspection and Materials Testing
